Communicating in a dynamic environment Rapid technological innovation among multiple groups creates challenges for interoperability, whether between police and firefighters or multiple departments of the same corporation. However, interoperability is not assured simply by using the same frequencies: communication protocols and operating procedures must also be brought into line. IITC’s interoperability assessment identifies the pressure points for aligning multiple units in a common operating environment.
